Ralph looked at the suitcase object on the seat next to him. It seemed to have a catch of some sort in the front, so wincingly, Ralph flipped it open. The top flipped up, and a thin cable snaked out. Ralph saw no other controls or lights or indicators inside--just the cable, and he now saw that it had an odd looking end on it.

As he looked at it, it suddenly came alive. It wiggled around, then seemed to lock in on him! The end popped him in the forehead and stuck there!

And suddenly, Ralph was having an out of body experience. He seemed to be floating above his car, not in a physical sense, but just as a perspective or view point. He also felt that he could propell his viewpoint just by thinking about it, so he did. "Forward," he thought, and his viewpoint moved forward. "Up," he thought, and it moved upwards. Now he could see the crash site and the cars around it, and he headed that way.

As he got closer to the site, he saw that several people had gotten out of the cars and were looking at the crash. His viewpoint seemed to hover over several of them, but they didn't seem to notice him. As he passed over the people, wispery thoughts seemed to form in his mind--"collect" "incapacitate" "tag for later retrieval".

He settled over the top of a well built brunette with pale skin, a woman wearing a set of coveralls with "Law Enforcement" stenciled on them.

 

Collect, incapacitate, tag, or none of those?
