One of them decided to leave for Konoha, but not many survived the machinations of th one named Tobi, with that in mind it was clear that the future of the clan would be to spread into the other elemental countries and wait for the right moment to reunite and reclaim their lands, of course, that wouldn't come until a certain Mizukage grew up and took her rightful place, but that is not for now.
What it is important is that thanks to the elders and their talks with the Sandaime Hokage and Konoha the heir of the clan would be guarded and through him the bonds between those two villages will start to heal, but he needed protection, he needed someone to look after him, and the Hokage could think of just one person... well, better said, one woman.
